OP Lore

Powers of the World — Government, Marines, Emperors & Revolutionaries

Beneath the adventures, One Piece is a story about power structures — who holds them, who hides behind them, and who tears them down. These are the pillars of the world.

The World Government

A union of over 170 nations founded roughly eight centuries ago by twenty royal families. It is the world’s law, its judge, and its jailer — commanding the Marines, the intelligence agencies, and the prisons beneath the seas. Officially it exists to keep peace; the story keeps asking what, exactly, it needs the peace for.

The Celestial Dragons

The descendants of those founding families — “World Nobles” who live above every law, owning citizens as slaves and claiming any offense against them as a capital crime. They are the clearest expression of the Government’s rot, and the series treats them accordingly.

The Five Elders — and the Empty Throne

Publicly, the Government’s supreme authority is a council of five elders. Publicly, the throne above them is empty, maintained by twenty blades in the ground. One of the final saga’s earliest revelations is that the throne is not empty — and that whoever sits in the dark has been alive a very, very long time.

The Marines

The sea’s military police: fleets, fortresses, and ranks from cadet to Fleet Admiral. The Marines are not villains — they are an institution, full of genuine heroes and true believers, alongside absolutists who treat “Justice” as a license. Their strongest fighters, the three Admirals, stand equal to the Emperors’ top commanders.

Cipher Pol

The Government’s intelligence and assassination agencies — eight public units and a secret ninth, with CP0 serving the World Nobles directly. Where the Marines enforce the law, Cipher Pol enforces the secrets.

The Four Emperors

The New World’s pirate monarchs — commanders of fleets so vast that attacking one is treated as declaring war on a nation. They control territories, tax passages, and shape every alliance in the second half of the Grand Line. Their ranks have shifted violently in the story’s final saga.

The Seven Warlords — abolished

A former Government program that legitimized seven powerful pirates in exchange for service. It balanced the Emperors’ power for decades — until the World Government voted it out of existence, sending its members loose on the world. The fallout reshaped multiple seas.

The Revolutionary Army

Led by the world’s most wanted man, Monkey D. Dragon — Luffy’s father — the revolutionaries are the only force openly dedicated to overthrowing the World Government itself. They recruit from every kingdom’s wounds and strike only when the world is watching something else.
